Strange development at Carroll garden

I don’t know how or why, but there are a countless number of white strings placed in the community garden. They’re cascading down from the roofs of bordering buildings and staked into the garden soil. I tried seeing how far they’re staked into the soil but couldn’t go far enough. Jeff and I saw that on the roof they’re just anchored to the ledges, nothing special. One woman who showed concern concluded they’re probably an art decoration piece. But who knows? — Ashley
